Well, assuming you received the same brand of vaccine both times the smaller dosage likely represents refinements in the ongoing research about how much vaccine is needed to trigger an adequate immune response. If you received two different variants or different brands then the dosage difference likely has more to do with how they combine the ingredients and what exactly is in the syringe. One vaccine might have more saline or other suspensions that contain the recombinant proteins of the COVID vaccine.
