If solitary confinement is cruel what would be an acceptable form of punishment/corrective coercion? I know that places that have tried a rehabilitation approach have had success with some of the criminal population. But, those efforts always seem to wind up being stopped as being too expensive, not effective, or not punitive enough.

Frankly, given Rikers Island's reputation, if I were unfortunate enough to find myself there, I think I'd prefer solitary.
