It's apparently part of a deal with McConnell, but IMHO only a complete fool would think they could hold Mitch McConnell to a deal. If the Republicans break the terms, will there be any consequences for them? No? Then they will break the terms. Of course they're going to cheat, they've cheated literally every other time.
