Detroit becomes largest US city to file for bankruptcy

I heard a couple of talk shows commenting on this. They kept playing the sound bite of Obama saying "...we won't let Detroit go broke...".
And I wonder if someone(s) isn't taking something out of context.

Was the President's speech referring to Detroit (the city) or Detroit (the auto industry)?
Two different things, and I'm thinking he was referring to General Fordsler Industries Incorroborated...
