The military went through a phase where they were doing a lot of freeze dried dehydrated crap. They discovered that the requirements for re-hydrating the stuff were actually more problematic than not. In places where water is scarce or not safe for consumption having to eat a dehydrated beef patty dry is very similar to eating sawdust mixed with cardboard.
And yes, I am speaking from personal experience.
