As I understand it (though I've not seen it), this film is about Athens rather than Sparta... and takes the ever-loving piss out of the pseudo-fascist militarism of the first film. I falls short of the brilliant satire that was Starship Troopers, but a similar idea.

I didn't see the first movie, but I assume all 300 Spartans die, right. But I got to believe there are at least 600 Spartans, so this one must be about the other 300, right?

Reading the history of those times is almost comical. Empire A defeated Empire B in the Battle of X, then were routed by the combined forces of C & D in the War of Whatever, only to fall later when Empire B - now resurrected - aligned with the evil Empire E. Then the Romans came and killed everyone.
