I want to patent Judges and politicians.
That anytime they make a decision I get royalties...hmmm...ok, patenting politicians is obviously a waste of money.

From wikipedia (with my bold):
In modern usage, the term patent usually refers to the right granted to anyone who invents any new, useful, and non-obvious process, machine, article of manufacture, or composition of matter.

Obviously doesn't apply to your idea. :D
