Hey, I'm just curious, if you identify and find a radical jihadist pushing the cause and recruiting in the USA, just what do you do about it?
Naturally you want to stop it but its not as easy as it seems. Unless you have proof positive that will not only stand up in court but also not reveal your sources or intelligence infiltration, or techniques, which is basically zero chance.

So what do you do as a secret agency put in place to stop terrorist outbreaks?
The answer most seem to want is give them no power, no leverage but expect them to stop any attacks and blame them if they don't.

The best analogy I can think of is making a special crack anti-terrorist unit, arming them with water pistols and sending them in when the shit hits the fan. Then sit back and go on and on about how they are incompetent and a waste of time and money when they can't fulfill the mission. Its stupid.

This is a prime example. Many of these people present themselves as the faithful, morally above reproach.
Best way to tackle that is by a legitimate smear campaign. Note I wrote, legitimate. IOW, that its not fabricated.
Best as in least expensive, least man power, targeted at the recruitment level when it's easier to make followers snap out of that mentality.

The razors edge is always difficult to walk. Do we want an NSA,FBI, and counter terrorism capability that can identify and neutralize terrorists, recruiters, and influencers? The answer is obviously...yes. Should we worry that this capability might be misused. Again, yes we should worry... but not excessively.

So, we should do what we usually do. Create the capability we need. Put in safeguards. Monitor the processes. Punish those who corrupt the system. Hunt down and discredit, convert, or terminate our enemies. Allow vigorous debate in the public forums about what is moral, ethical, and legal.
